Major parties fail to submit their proposal  to CA

The major political parties failed to submit their positions on the contentious issues of the constitution writing process to the Constituent Assembly on Sunday following the repudiation of the three-party understanding reached on Saturday evening on the part of the opposition bloc led by the UCPN (Maoist).

The Nepali Congress, CPN-UML and the UCPN (Maoist) had agreed to forward the agenda including a joint proposal tabled by the ruling parties from the Political Dialogue and Consensus Committee. They did so after the assurance of CA Chairman Subas Nembang that there would be no vote on the issues.

During the 20-party alliance meeting on Sunday, the alliance flatly rejected the idea of passing the proposal arguing it could a precursor to the voting on outstanding issues in the CA  

UCPN (Maoist) chairman Puspa Kamal Dahal was castigated by other opposition leaders for agreeing with the ruling parties against an agreement among themselves.

After the three-party meeting on Saturday, PDCC Chairman Baburam Bhattarai told the media that the three parties would forward the issues to the CA for further deliberations.

However, after the disagreement, a PDCC meeting called for Sunday to endorse the three-party decision was postponed indefinitely.

 Opposition parties are insisting that the joint proposal of the NC and the UML should be annexed to the PDCC report. But, the ruling parties are against this idea.
